Been lots of discussion about this in the english community forums over the last two weeks, really surprised you didn't find anything o_O

Check the shortcuts in the Neocron programme group on your start menu, what you need is in there. Alternatively, hold down the shift key after you hit the button to play Neocron on the launcher.

Finally, if you want to change the resolution, check the various posts I've commented in on windowmode in this very forum over the last two weeks ;)
