Idea for plaza

At the moment the CA guards in plaza are a joke, anybody with any sense can make it around plaza with no problems.

So here are my suggestions:

Reduce/remove the warning time
Increase their range
Add "roaming" guards like you have with the copbots

At least then we don't get TG and Crahn standing in plaza with their capslock key jammed screaming about how "1337" they are..
