1) Nope, it most likely isn't going to be free. the new publishers need to make some money, after all... Current NC players will be able to get a NC:BDoY expansion for a discount, though.

2) You should do a search or actually read one of the stickies before you ask... the current sticky about NC:BDoY has a lot of information about the expansion.
