question about SL inside neo

ok i know all about the -16 and the cop bots will shoot u, but what i need to know
is, if i have below -16 SL, can i pull out my weapon in the city?

i can't really remember this, and i was to stupid to think of trying
when i was sitting in medicare with -22 :D

err no copbots only shoot you at -17 and lower and no you can never take out your weapon in the city
