Melee Weapons + Weapon Lore = ???

Once and for all I wanna know if by adding Weapon Lore to my Melee tank will I be able to increase Rate of Fire and less importantly Damage. I have yet to receive a definite answer and the skills guide doesn't even have Melee Frequency listed!!! What am I to do??

the only factors involved in melee are strength, agility, and melee combat, weapon lore has 0 effect.
