OT:MP3 bitrate editor

Heya peeps, i was wonderin...
Is there a progie that can alter the bitrate of mp3 files? I got a new Smartphone/Mp3Player and i wana put some mp3s in it. But due to the limited memory (damn Orange only includes an 8 meg SD card with the phone), i wana reduce the bitrate of mah songs to something smaller. Anyone know a program that can do this??

I haven't used it. It's the first one I saw on Google that was free.

I checked download.com, most of those were free to $X to buy.
