let's just trim things up a little bit at the outposts so they give a wider range of desirable bonuses... This might be easier for KK to swallow.
Uplinks should give +20 Remote Control and +20 Willpower as they are basically conduits of communications.
Fortresses should give +10 PSU and +10 PPW. Hey - this would benefit all classes, not just the PSI Monks. A nice little bonus for the owners. Additionally, with their enhanced sensor linkages, they should give +5 to RCL and WPW.
Mines should give +20 repair, what with all those chems laying around ready to apply.
Factories should give +20 to repair, what with all those tools and spare parts laying around.
Laboratories... well... I don't really know what works well in the laboratory setting, but considering how sterile those analysis rooms are, maybe a +10 to implant... let's say there are, errr, "anatomy books" in the john ^ ^
