A fix for parashock

just a couple of idea to help fix the whole para prob

1. It doesnt do any Damage
2. anti-para drugs kick in a soon as u take em and last for 30sec
3.add cigs to the game which smoke makes ppu's blind for an hour :D :D :D

because removing damage from Para removes any chance of PPU's losing SL.
