Power Armor Run

So I'm totally lost on the new PE/spy Power armor run... Anyone wanna tell me where the third ceres disc dude is? any help would be appreciated.

Do you have to do a run for the higher level ones? Cause when I went to foster for the PA1 the dude just sold me one.

I guess the second NPC works fine on some servers. On Pluto, he's busted. It's also annoying that you have to do the story run each time you want cheap PA.

The third NPC is somewhere in NCPD HQ. Don't remember which floor. He looks a lot like a regular HQ NPC. He's standing next to a console that I think resembles the mission consoles you see in the HQs.
