PE PA NPC's not working on Saturn/not there on Pluto

I tried to find the PE PA NPC's on my pluto tank so I could figure out if I my saturn PE could use the level 1. I went to the place the NCP's are supposed to be, but they wern't there. So I then decided to log on my bro's saturn character to see if I could find them there. The NPC's were there, but none of them would work for me. It's getting quite annoying.

BTW- what are the requirements/stats on the level 1 PE PA?

dex erm 70 i thought.. level 2 is 80 3 is 90 4 is 100..

and they weren't working for me on pluto eighter.. tho i was with the first 10 that even found those guys so nobody could kill them.. had somebody else buy the PA for me.. but if u wait for a few hours they useually work had the same with the gamma bones dude he wouldn't talk eighter but after a few hours he would :p

Same thing for me. The dude who bought it was a spy who had no problems purchasing it. I couldnt get anyone of the 3 characters there to say anything.

Just logged my PE in on pluto which is campigng at the NPC's home. None to be found in the whole sector.
