Outzone Sector 8: Unaccessable

All ways into Outzone Sector 8 have been walled off (on Satarn, not sure about other servers)

In the Neocronicle, it said that the Black Dragons were converting it into something, anyone know what it'll be? That's probably why that Sector is blocked

Any other theories?
