[Brainport] Antigriefing: Ammend clan levels to allow some members to change apt pass

Problem:
On the multi-char servers especially it's too easy to <player x1> join a clan and then use that info on their alt <player x2> to take over the clan apt and give the password to the server, timing it so the clan leader isn't on so the clan can't block these people from re-entering once they are dead.

Suggestion to solve problem:
Either alter the highest level below CL or add another level between (iirc there are spare numbers atm) that would allow the clan leader to give trusted players the ability to change the apt password.

In my opinion, KK should have player-created ranks with the possibility to assign a number of permissions to each one. For example, if you were a clan leader managing 2 lieutenants where one was the overall battle commander and one was the overall tradeskill commander, make 2 ranks and give battle/PvP/clanwar permissions to the battle commander and tradeskill/appy pass/cab security to the tradeskill commander.

Also making cabinets managable with the same types of permissions would be great. If anyone here knows how to work with Windows Active Directory settings, that's what I'm thinking of.
