Its for removing the dynamic objects from your appartment once you realise that you have blocked off the door or something like that.

The main problem is that dynamic objects aren't in game atm. So it is technically worthless as it stands. We were told, I think, that dynamic objects would be back in-game soon. We can live in hope.
