You don't need a herc to cap the RoF. If you use PA, then you don't even have to put all str points in H-C. I almost cap RoF on a CS with 112 freq with PA2 (the old one that gave +10 H-C though) moveon, marine, hardenbackbone 3, and H-C1. Since I can wear PA3 now and get +16 H-C I can probably cap it on even my shitty CS.
