I've actually seen that suggested before already, but it's pretty moot since the values have been decided already, and are simply waiting for the rest of the patch to catch up.

what difference does it make...just get them out to somewhat decent ability's and we'll fuck with em later. tweaking can be done later. its not like its a big deal. NCPD armor was messed with like 4 times before they finily settled on it, and from what i seen with the patch, they majorly nerfed it. its like half as good as it used to be
