Note:
This post is related to the poll on removing the skillcaps a few months ago.
I believe a lot of ideas have been written down on skills and caps, so it's possible others have released this idea to the public already.

Abstract:
Dynamically allocating the caps of a capped char. (Increase limited to primary mainskills)

Example:
Say we have a capped spy (INT/DEX100, CON/STR40, PSI20 = 300 skillevels in total).
How about letting him gain INT&DEX levels on the cost of CON, STR or PSI? So the 101st INT might cost one of his CON, STR or PSI (main)skillpoints.

(maybe one would have to set his subskills free on his own with LoM(s) before? so the player could decide which main and subskill to decrease in advantage of the additional INT/DEX)

The advantage of limiting this post-cap gain to primary mainskills, is keeping specialization of the classes like we have it today. This way a STR100 spy would NOT be possible for example.

The PE:
As the allrounder all mainskills may be dynamically allocated BUT there could be a cap of (eg 80) on the mainskills (so you can't create a specialized char with it). you can only move around the skillcaps as you like.

Alternatively you could have a +/-10(20, 30,..) span in which you can increase/reduce mainskill-values.

glossary:
mainskills: INT, DEX, CON, STR, PSI
primary mainskills: spy(INT/DEX), tank(CON/STR), psi(INT/PSI)
subskill: DEX/RC, PSI/APU, ...
classes: Spy, Tank, PE, Monk
