Where o where are the monk robes?

I've been out of the loop for a bit and I noticed the monks robes are in and I would like to know where you get them from.

I did ask in game and someone told me an NPC by the AVG in PP3 (hey that rhyms) was the person to see but not only did I not find an NPC there some TG guy decided to tear me a new one (needless to say I wasnt ina hurry to go back)

Also I'm assuming they have some reqs - anyone also know what they are?

After that it's a bit of running around to get ingredients and a pain in the backside.

better off buying one off someone.
