Here's an idea.
Currently, city zones like VR and Plaza are safe zones, PP is anarchy, a smattering of Hunting zones in the sewers and cellars, and most everywhere in the Wastelands is either Warzone or Anarchy.
Why not have a varying zone types dependent on current events set by the GM's and current politics, as seen in the Neocronicle and such. For example, lets say a bombing occurs in a plaza restaurant due to Twilight Guardian extremists in Plaza 2, then the GM's can change that zone to Anarchy for a week or month or however long the event goes for.
Another example could be the Neocronicle announces that City Mercs in the wastes have increased security in the wake of a series of assaults on their base. Maybe the inside of the base could be safe for a week until it 's reset by a grand attack on the base by spawned Black Dragon or TG guards in the area which makes it anarchy again
Two stipulations would be this kinda system would be this:
1. Safe zones near city admin buildings would be the same; namely the NCPD headquarters in VR3 and the City Admin HQ in Plaza 1; after all, there has to be some semblance of control during difficult times. Plus, since the main gathering area of all the tradeskillers and such are in Plaza 1, that's an added benefit.
2. During these changed states of zones, extra guards are added realistically. Like in the first example, there are extra Protopharma and Tangent guards posted since their HQ's are located there...after all, they have to protect their properties. In the second example, there would be an increased amount of City Merc guards to reflect the heightened security in the base. The only NPC you'd have to be careful in adding are the copbots; there are already too many or too few depending on where you go in the city, and you don't want to swamp the area with them otherwise this idea would be moot since no one could take advantage having a Plaza or Via Rosso sector open for an all out gunfight.
Getting a fluxuation of the zones could add some interesting flavor in how runners interact throughout the city and it really opens the options for the GM's to spawn events. Imagine it...a Crahn assault in Plaza for the events that happened a few Neocronicles back....
