Pertken's Third Hand - Can't start mission

As title says, Doc Pertken just tells me my rough hands.....

I have 153 CST (base), 235 CST with IMPS and glove..

Bugged or is there minimum CST (base) requirement that THN mission guide doesn't tell you?

I've tried hacking the belt at K_13 with a different char, but it's empty every time.

Much obliged for any help given.

for the issue with the belt. isnt there still a npc next to it who hands you that item?

Belt is outside the entrance to the grave. No one outside. An NPC is inside the building, but he didn't hand me anything. I hacked the belt with my RES'r stood next to the belt, (I was able to start the mission with this char ok), and when the belt was hacked, it had the cube inside.

Still can't start the mission on my CST'r.

You need a baseskill of 160 to start the mission.
