I personally dont use them, but I saw many videos with guys OP fighting with it. I seen many times that when firing flamethrower a person using it was circling around target, because stream was slower than his running speed.
Does Flamethrower deal damage multiple times somehow? Description says "single shot"

The stream is simply an effect, whether it actually intercepts the target model is irrelevant.
Underneath it is pretty much the same as other weapons (with a very short range). They generally do an instant damage amount, followed by a DoT.

Sorry about the late reply.

The reticule works like any other weapon. As far as I am aware it's similar to laser/ray targeting, good chance of hitting, but possible to miss.
