That'll be the daily automated reboot. Titan restarts itself at the same time each day (7:30 GMT) in order to clean itself up to ensure a smoother experience. The timing of the restart is aimed to be when populations are at their lowest, to prevent as much disruption as possible. It normally only takes a small handful of minutes before everything is back to normal.
