Is Gaia PA Quest Broken?

Can anyone tell me if I can do this quest atm? I have tried speaking to the anti city guy and he tell me tom come back then I am ready (I am 61/55) and the requirement is 55... But then I get into the elevator and for the life of me, I can't find a way to make it go down? I may be being daft and missing something in getting into the mine though :)

You need to have a rank of /55 before stat boosts from implants, PA, etc.

If you're talking about the elevator inside the Gaia Mine it doesnt move at all. There is a ladder just behind it on the right that you have to climb down.
