TG HQ - Where is the 4th recruiter?

I've been trying to do TG research missions to get enough sympathy to switch factions so I can do the epic but whenever I select a mission from the city com it directs me to a recruiter that isn't in the HQ or the canyon itself which is making it mighty hard.

Does this 4th recruiter exist or are they a hang over from the part of the canyon that has been boarded up? since I've been all over there and I can't find them.

It's not the two contact people in PP3 either since I tried them GRing there and talking to them on the off chance.

Can't find this dude in plaz 2 which might be the one it keeps pointing to.

If it is him could ya spawn or move him to the TG canyon please.
