which installer did you try?

Maybe go for this one:

Did you disabled your Virus Scanner for the installation?
Did you started the Installation as Admin (run as Administrator)?
Did you already installed the Microsoft DirectX® End-User Runtime?

That looks like a corrupt download of the old installer, which will require the patcher to fix a lot of files. I would suggest re-downloading the new version of the installer. http://www.neocron-game.com/filedump/files/neocron2ce-setup-2.2.180.16.exe

P.S. Where did you download the old installer from?

One thing I noticed is that your Neocron 2 folder is in your "Program Files" directory.
It should be moved out of that directory. I just transferred mine straight to my "C" directory
