Created new char and MC5 Civil Admin tells me to leave?

After creating a new char First, the Security chief tells me to leave before he calls security, which he does and says I'm expelled then when I talk to the Civil Administrator he tell me to "proceed directly to the GenReplicator and leave us!". I can't even buy anything or do any missions?

Is the MC5 for new chars bugged now?

Meant Base Commander, not Security Chief.

Security Officers say there's a security warning concerning me. Security Technician says the process failed again and that no one will talk to me.

I created this char under Fallen Angels. Is it like this for certain factions?

It is like that for the "Dome of York" Factions.
Meaning Twilight Guardian, Fallen Angels, Black Dragon, Tsunami Syndicate and Crahn Sect I think.
You can take the same mission from the "Cleaning Crew" outside, and buy from the nomad traders as usual.
