What level spot would you guys suggest for a pistol spy with dex 70?

well you can try regants or firemobbing of course, but you'll probably die lots and level slowly

Base 70 or total?

Other than regants (which while effective is horribly boring), I'd go with somewhere with cover that you can get in a good amount of shots at close range. Warbotting up near MB might be good, the wasteland sectors have nice bumps and rises you can use as shelter.
