Ingame lag

Since everyone else is posting there issues...

I've recently reinstalled windows, updated all my drivers and everything. My PC is pretty much the same it was before the reinstall now, just as I have done a number of times since I first started playing NC. HOWEVER....This time I have a new issue I have never seen before.
My game runs fine normally, except I'm getting a little lag from a number of different effects. The one I can't deal with however is the drugflash effect, it pretty much locks up my game with like 0.2 fps...

Thoughts, ideas, any input..?

Graphic drivers are part of the "all drivers" I mentioned were updated upon reinstall. Also I checked the graphic drivers a second time after I started playing to make sure it wasn't them causing it.

tried to define Dual-core affinity to only one CPU?

I've had that issue before on one of my computers. Something that helped for me was switching to DX7, but then everything was slower in general.

Don't even have a duel core.
DX7 is horrible.
Hot dogs of course, chicken sammys, and cinnamon toast crunch!
