Yes it is still free, if you used paypal on your account in the past.

The highest population is on Terra. Not a ton of people about. I saw it peak at 10% a few days back. Usually closer to 5 or 6%.

Is there a way to run 2 instances of NC at same time on same PC ? (2 dif accounts ofcourse)

Yeah.
You just need to change the port (in config from the Launcher) on the second one.
People who do this reguarly apparently often have 2 installs of NC, or a batch file that edits the .ini file which tells the game which port to use.
