Back Again...

Ive played off and on since the beta, and every so often I get that neocron itch that must be scratched. Now I've read (at least from what I understand) that all accounts are free to play again? Or was it just accounts that were being paid by paypal? I used click2pay in the past and apparently people from the USA cant make new accounts (new email and new CC plus cant remember old login info). Would the account that was being paid by click2pay be free to play too?

Basically is if i wanted to play neocron right now, what method of pay would I use if any?
