Existing, non-banned accounts, are active.

What about existing trial accounts?

And what's the status on creating new accounts...

Last I heard, it's not possible to create a new account and hasn't been since the "billing error" came in to effect. I's imagine that screws up any possible trial accounts too.

Trial accounts work fine.
You can create new accounts as long as you don't try to use Paypal.

And how do you create a trial account? PBC does not work for me, tried, failed, won't try again.

I have a friend that wants to play, I'm all good, but I have a friend that wants a trial account and PBC wants the full payment up front.

Oh well *shrugs* He scoot off to that evil WoW, I'll try and wrangle him back to NC soon.
