Payed with Paypal, want to stop payment

I didn't read the recent news about Paypal before I reactivated with Paywal a week ago. So I tried reactivated with a different paypal account today and I was still unsuccessful. I read the forums about the situation, and it seems this has been a problem for 3 months. How do I stop payments?
