i.e. lom away all the skills, will that drop the rank so it's possible etc??

But putting back LE sould be possible, if they don't want to fight, then, they don't. I get no fun killing people who are just running away or such.

You my friend are one of the few.
However, as always there would be the problem of some people removing the LE just to gank someone and popping it back in until they want to do it again.
To many arseholes prevent this game from being more playable.
