i know for a fact that the ASG in Via 2 or so i beleive has an ammo vendor, and that ammo vendor sells them. Atleast he used too.

You need a BP of one for the final FA Epic mission.

I've also looked around at the Plaza 3 and PP3 vehicle stores and there is no sign of it.

I think before the F6 patch, you could get the pack from the Vehicle Smuggler in DoY sector 1. I don't know where that smuggler (PP3?) has moved to in this patch, but give that a shot.

Yeah, you can get it from the smuggler in PP3 now, opposite the drugs shop at the top of the ramp. I noticed yesterday, so they're definitely there.
