Well its going to be an FPS RPG á la Oblivion. Turn based combat would suck. And seriously, after playing what they did for the lisence they'd be crazy to make it spirte-based isometric with turn-based combat. They need sales.
So it looks like FO3 is going to move out of california and onto the east coast. Also, the one linked to by Hell Demon, the characters look kinda S.T.A.L.K.E.R.-esque. Although I actually do kinda hope that Stalker was in many ways the warm up for the true epic that is FO3.
Well imo, fallout isn't fallout without turnbased combat :/.

I just bought a Fallout/Fallout2/Fallout Tactics bundle, working my way through Fallout. I have to say... damn!
I must agree that without Fallout Boy and turn-based combat, it just really wouldn't be Fallout. I wonder, will we have Dogmeat along for the ride? He's just so fucking badass!

Turned base is ok, but nothing is as submersive as an fps. After being passed around like a hot potatoe, im just glad to see bethesda is actually doing something good with it.
That first picture looks like a poor mans version of a Star Wars junkyard. Looks decent anyhow. :p

Fallout boy was the name of the little cartoon guy in the movies and on skills and stuff.

Anyways though, I don't really care if it's turnbased or not. The setting, freedom, and humor is what really made the first 2 for me. If they capture just 2 of those 3 right I'll enjoy it.

Pipboy was the name of your PDA like device that you used as your menu.
I guess fallout boy might of just been a nickname but I remember him being referred to as that somewhere.
EDIT: Upon researching this topic I've found that he never really had a name. Tim Cain refers to him as Vault Boy in a few interviews, one can be found here:

However as far as I can tell Fallout Boy and Pipboy are both fan names for him. Neither are actually his name.

Do u want to hear my opinion?
I think it will be no fallout. Maybe it will be a good/great game, but it wont be fallout. Fallout is a not so detailed Isoview like game where u can imagine the characters and stuff for yourself. If it is too detailed (Faces, Characters and so on) it simply destroys the fallout atmosphere. Its the same that happend to shadowrun (i could kill ms for making a fucking cs clone - HAAAATEE!!11 - i want a shadowrun mmo - neocron like of course :>).
I think fallout1/2 was the best game ever made. Im a real fanboy. But i doubt Bethesda can make this game the way the real fanboys like it. As said before that doesnt matter anyway to them - they just want sales.
Call me crazy, but for me the real fallout 3 would be just sitting on top of the old fallout 2 engine. I hate the gaming industry always just going on better and better graphics. The gameplay, storyline and everything else just sucks in the most games of today. As said - in the first two parts of fallout (or generally the old games) the graphics were not so detailed, u could imagine the most stuff that happened - just like a good book does. That was atmosphere. Not like today where u look at the characters and all the graphics, and u cant imagine anything in it, because its so detailed....... (Am i crazy?).
Well. But this wont be happening.

Agreed. They should leave it as all FPS combat really - thats what Bethsenda do best anyhow, isn't it? Nice to here they are sticking with SPECIAL though.

I don't know. While isometric view was awesome for Fallout, the first person view for Fallout 3 in regards to the extremely high quality of graphics could make for incredible experience of immersion.
