newbie here having a hell of a time getting started in game, just stopping by to say if you see me running in circles I'm probably lost or can't find what needs killing.

Hi.
Familarise yourself with these sites:
The THN (http://www.techhaven.org). Chock full of general guides, quests guides, the iteam database, the rare DB etc etc. Make friends with it.
Neocron guide by KK (http://http://ng.neocron.com/index.php?id=144) - a touch brief and made for 2.1, but still pretty handy.

Oh, and shout out on help channel with any questions.

Use the ingame help channel. There's usually plenty of people to help you out.

Welcome, make sure that you use the IG Help channel to ask for help, usually people are a friendly bunch and will answer your questions! Another resource site that might help you a bit is www.nc-wiki.com (http://www.nc-wiki.com) !

Any answer to that is as subjective as the question itself.

Anyway, have a peek about the sections of the forum you can see so far and the various sites, and as allready mentioned, use the ingame help channel.

I'm rather new myself. I spent a few hours last night running around my factions HQ trying to figure out what to do.

I figure I'm just going to wander around the city for awhile and pick fights with MOBs.

That really is a good place to start familarize your self with the city and dungeons :)
