Ban Procedure Question

What is the official standard for dealing with players who are now playing that were previously perma-banned and are using a different account?

Not saying any names but I need an official public post on what should be done.

I think everyone deserves second chance.
About KK's opinion, if they ban you, they ban all your accounts, not just the one that was used to cheat. So i would imagine that they are not allowed to play this game anymore.
