Bear with me...

A fresh hard-drive...

one partition....

A partition with nothing but the Neocron client on it...

All drivers and such installed, checked, double-checked, and the partition defragged...

And somehow, the boot.ini has client.exe put in to immediately running upon logging in on the sole account on said partition...

Is it at all possible that Neocron would fatal or bluescreen with such a setup?

Yes, as there is one major flaw in your setup.

You're playing NC :p

Doesn't it give you a fatal when memory runs out or something like that?

lol, quoted for truth.

Any other game would get patched within a week to fix problems like "only" fatal crashing twice in 10 hrs.

In NC, it's a good record.

My PC is fairly outdated (it was when I put it together around 3 years ago) and I fatal every few days  (Except for logging out or exiting NC, which is still not even once a day)
