Armorsmuggler in NC, Industrial Area Sector 1
Lvl 2 Brainimpsmuggler in Escador Oasis
Lvl 2 Brainimpsmuggler at Sieger Uplink.

Other players.
Blueprints and copies of the drones get passed around, afaik no vendor supplies them. (Much like TAPs I guess)
