He sells 9 Lowtech Cannons and only 5 Hightech. For me hes Lowtech and his Name is also "Lowtech Cannon".

Maybe a small update here. The guy who used to stand around in sector 10 in DoY has been moved to Outzone 2 now. If you come from Outzone 1, and out of the tunnel, there is a garage door alike straight ahead (the main part of OZ2 is to the right hand then). Go through that door, and take the next door to your left, coming to a 2 story room, where the trader is on the upper level. He sells the Raygun and freezer cannons, among some lowtech lower level stuff.
