Theres one at the Main Retail Area (Barracks 3). Just go past the A&W and HEW Shops through the big Door. Hes on the left Side inside that Chamber.

i actually dont know any Pistolsmugglers there, but the usual Shops got many Pistols i think. Ill go take a Look later though.

As you can see, most weapons are available in their lowest TL instance at various stores and smugglers. What's more interesting are the higher TL versions, usually number 2 and 3 in the list (excluding rares, which make up the 4th incarnation of a certain gun type).

To put that into words, the Plaza 4 pistol smuggler sells specifically Automatic Pistols, SMGs/UZIs and the 9mm Colts, while the smuggler in MB sells Gatlin Pistols and Minirocketlaunchers. :)
