I would like to make this character. I was wondering what your thoughts on this.. Is it possible to make one that will be effective in both areas? Is it even possible? I have started a setup and will post later, but I was wondering from the more experienced players and what they had to say. Please help.

That's pretty much how i'd do it. Can also drive/fly all vehicles. And should cap the high end drones on everything except range.

should be close to capp a raptor, can fly a scoutglider and got 160 barter (around that skilllevel moneymaking begins to be extremely good for consters) :D

- The only reason I chose to have 100 in T-C is because without an LE in I need to escape some how. The resist this char has is almost insta-kill. Unless you disagree and think it's more benificial to have it in VHC then I will most certainly put it in VHC. Personally, I've never driven anything in the game other than a Quad and 2 Wheeler.
- The reason to have beast is just for the extra run speed. Might even add X-Strong on there too.
- With the above setup will I be able to cap the rare drones? Even the bp'd ones?

the point is that from around that skilllevel on a conster will be able to make lots of money by just building turrets for example, for which you supply the chems and sell them later. (and tbh i don't think you need such a high base willpower as you have, tho mebbe better ask a droner ig :) )
for dex i'd really recommend you skill at least 17 veh and start the character as a driver (you don't seem to be using the barter imp anyways :p ) to have a quad as you may need to go to an op to buy stuff like lube for example or you need to flee fast in a combat situation. tho i'd take this from rcl as you are right that obli is a great thing for traders as well as it is for droners, tho resists aren't that important as a droner, as when someone finds you, you're dead.
and use redflash for runspeed tbh (mebbe even add whiteflash)
change spybooster to supporter booster as it increases barter a lil
