He is a chav, or as Tony Blair likes to call them,"Yobs".

They are the reason why we have police in our society. I do have a few freinds who are like this, and I wonder why I made friends with them. I however am not a Chav Or Yob, I am far from it infact. Try the direct opposite of the scale.

BTW, they are far away from skater bums.
