Is there a way to enhance the volume on my PSP videos?

Even If I hold my PSP to my ear, it sounds as quiet as a mouse!

Volume is limited on a PSP. Try using a pair of Bin type earphones.

If you are talking about movies that have been ported from your PC to the mem card then fuck knows :) .

Go into Sound Settings and turn AVLS off. That limits the maximum volume to a safe range. Then, when running the video, press Triangle and move left to UMD Video Volume. The press X until it says +2. Finally, naturally, hit the volume up to full and that's as loud as it will get.

move movie back to pc, demux, goldwave to higher the outbound volume, remux, upload
(Demuxing / demultiplexing basically means, when speaking of video formats, splitting the file that contains both audio and video data)
