Ok, from various sources I've gathered that...
1) You can not have more then 200 "ac" in any resist, including force.
2) Resist skills are NOT straight 1:1 points.
3) Resists and armor from implants ARE 1:1 points.

My questions are, can you have more then 200 in resist force?
Is this page's list of "ac" per resist skill accurate? http://neocron.ems.ru/resist.html
Tanks get so much resist force from armor and implants (over 200) that they can reasonably cap heavy combat and have a lot of transport (nearly 100)?
Anything else I should know?

1 point in con resist counts as 1 point in total armor value.
1 point in armor counts as 0.9 in total armor value.

Then there's one more important thing, it's not linear, so go into neofrag, use a beam of hell with all ammo mods and start speccing points with your
armor on, while testing shots and writing down dammage taken.
Then see which resist value in con+armor gives you best results in pointeconomy and resist.
