Add appartment bords with scrolling text.

Hi, i recently bought a lvl 3 unfurnished plaza app.. then went along to buy furniture. I placed everything nicely around my app and then it strikes me, where are them nc bords with scrolling text on em? Furnished appartments gets these bords by default on the wall. Unfurnished apps dont have these.
So my question is if these could be added to the merchants.. that would be nice addition imo.

Need the placement system sorted though, it's a nightmare to place wall items.
