i killed 1 person, goes from +15 or so to -45...and the safeline is at -32 now...1 hour online and my sl goes from -45 to -44

I.e. you get +5 SL for a single enemy kill. So, RTFM - in this case read the zone descriptions.

City Sector - You will be heavily penalized for killing friendly runners, moderately for killing neutral runners, but rewarded for killing enemy runners.
