What use to edit motion pictures?

What program is used, and is best, to edit and mess about with recorded motion images.
Like from a camera or recording a game, and editting it with music, lighting effects or some fancy blurred vision, etc...?

agreed - adobe premier pro - it can be hard to learn how to use it all, but its worth it in the end!
