Dont you think that we need them? Tbh i like to mod my tl25 shelter with 5 -damage mods and cast it on some noob ppu after HAB.
Imagine shelter with 200% damage on a ppu ! He will die in couple seconds ;)

if u want a ppu to die by casting a tl 25 on him.. why the fuck do u want 200% dmg?
u want a shabby one casted on him, specially if the person who casts it doesnt even cap it.

its hard to reach 200% on tl25 if you are capped ppu, and if damage will be 30%, then 200% for ppu is not unrecheble.

Or you could just cast a regular tl 25 shelter on the enemy ppu, cause it does basically the exact same thing.

capped shelter: 576%, foreign casted at 288%
non-capped shelter: 200%, foreing casted at 100%

Not to mention the chances of getting down to 200% damage on a shelter as a ppu is pretty low.
