can i upgrade my old nc1 act usin pbc?

Afaik, the upgrade procedure is exactly the same as it has been since NC2 started, it's just that the billing stuff is different.

Cancel your old NC1 account (if it isn't allready), create new NC2 account with pbc, tie old account with new oner through the launcher under My Account, and play.
