Neocron City used to have it's Jail...
As an once-independent city, wouldn't the Dome of York have a prison as well? Perhaps most of got flattened in the war and the newly detonated bomb, but most of it would still be there, right? Perhaps the Black Dragon would take it over for some truly depraved works! Red SL only and all that!
